Work can now begin on 242 apartments in the VanWonen project ‘De Havenmeesters’ in subarea Petroleumhaven of the Laakhavens in The Hague. De Havenmeesters van Den Haag (in English: The Harbourmasters of The Hague) comprises two striking residential towers featuring a two-story plinth and a four-story urban layer, which will house, among other things, a car park with 90 spaces. The taller residential tower (70 metres) will accommodate 147 social housing units for Haag Wonen. The lower residential tower (50 metres) and the ground floor on the waterfront will accommodate 95 mid-range rental units. Achmea Real Estate will add these homes to its portfolio on behalf of one of its institutional clients. The handover of the apartments is scheduled for the first quarter of 2028.

At a prominent location on the corner of Petroleumhaven-Oost in Laakhaven, The Hague, De Havenmeesters van Den Haag will arise. The striking pair of residential towers was designed by Kampman architects. The project, developed by VanWonen, plays a key role in the thorough transformation of the Petroleumhaven into a dynamic mixed-use district. Situated on the waterfront, the site is close to the city centre and offers excellent public transport links. The all-in-one building permit is now final and the plot has officially been handed over.

Michel Zaadhof, Director of Property Development at VanWonen: “Good news for The Hague. We are officially breaking ground on the development of our project De Havenmeesters. With this, we are adding 242 affordable homes to the city. A residential programme with 60% social housing and 40% mid-priced rental housing. Made possible through a successful collaboration with the municipality of The Hague, Haag Wonen, Achmea Real Estate, and Stebru.”

“These affordable homes are a great addition to our client’s portfolio,” says portfolio manager Rogier Zuiderhoek of Achmea Real Estate. “They boost the housing supply in The Hague, giving first-time home seekers and residents of the Laak district the opportunity to take a step forward in their housing career.”

Albert-Jan Moerman, Director of Construction at Stebru: “We are incredibly pleased and proud that, following a successful collaboration with VanWonen, the municipality of The Hague, Haag Wonen, and Achmea Real Estate, construction on the Havenmeesters has now begun. In doing so, we are actively contributing to increasing the housing stock and offering new housing opportunities in The Hague.”

Eye-catching landmark on the Neherkade
The two residential towers of De Havenmeesters sit atop a four-story car park featuring a rooftop garden for residents. The taller tower, distinguished by its dark crown, is set to become an eye-catching landmark on the Neherkade. The architecture refers to the industrial past of the location. With entrances on the harbour square and at the intersection of Vierlinghkade and Neherkade, along with dedicated space for community facilities and bicycle storage, De Havenmeesters adds a fresh, vibrant layer to this part of the city.
