Havenkwartier is being transformed into a new sustainable city district, the new hotspot for the Haaglanden region. At less than 15 minutes from the city centre of The Hague and close to the train station of Rijswijk and the city centre of Bogaard, this part of the Plaspoelpolder business park is developed into a modern, creative and attractive new neighbourhood with nautical qualities. Here, around the attractive city harbour, people will be able to live, work and recreate in a hip environment with all amenities, such as nice restaurants and cafes, a gym and local supermarket, within easy reach.

UrbanParks consists of unique green residential and commercial buildings, which are connected by a plinth. The many attractive community parks and roof gardens turn the development into a green haven. With this area development, VanWonen is transforming a former office site – which has since been demolished – into a vibrant new mixed-use area. In UrbanParks, approximately 600 apartments and around 3,700 m² of commercial space and other amenities will be realized. A wonderful new location for living, working and relaxing in the heart of the new Havenkwartier in Rijswijk.

Varied range of housing
UrbanParks offers a varied range of housing for a broad target group. There will be both affordable and medium-priced homes, ranging from studios to spacious three-bedroom apartments. The smaller homes are ideal for young professionals and first-time home buyers. The range of housing, with a relatively large number of affordable and medium-priced homes, fits in well with the planning objectives of the municipality of Rijswijk to develop more homes in this segment. These homes are particularly suitable for people moving up on the housing ladder and people with a medium income who are not (or no longer) eligible for social housing.

Biodiversity, climate adaptation and social cohesion
In the UrbanParks plan, biodiversity plays a major role. Through the use of specific landscape architecture and planting, the flora and fauna are enhanced. The buildings and surroundings are designed to be climate-adaptive. Abundant rainwater is stored, so it can be slowly released over time. There will also be many shared outdoor spaces. UrbanParks is designed in such a way that meeting neighbours and interacting with them is encouraged. 

Expected handover from the end of 2029
At the end of 2021, the letter of intent for UrbanParks was signed with the municipality. The participation process with local residents and other stakeholders started in 2022. The input from the participation process will be used to work out the UrbanParks plan in more detail. The zoning plan is now final, and an application for an all-in-one building permit has been submitted so that construction can begin from the end of 2026.  The first handovers are expected in late 2029, continuing into 2030.
